A housing voucher allows very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. The housing choice voucher program is a federal program, that provides funds from the U.S. Department of Housing and Urban Development to local public housing agencies (PHAs). Voucher tenants are able to find their own housing, from single family homes to apartments. The housing subsidy is paid directly to the landlord by the PHAs on behalf of the tenant; the tenant then pays the remaining balance. – HUD.gov
